The french have this architectural design philosophy for decades. They consider themselves to be the world leaders in Modern Architecture because the movement actually started in France back in the 1600s, and they actually are. They are trying to keep it going on by "updating" their iconic structures that initiated the movement (starting with the Louvre entrance by I M Pei) and now the Eiffel tower. Note here that Modern is refer to an architectural style and does not mean modern/new/now. I really hope they do build it. The french have this architectural design philosophy for decades.
