I have been to Kuwait a couple of times. I need a visa though and our branch in Kuwait applies for it for me. It happened to me 3 times that my visa was rejected. Why? 1st time – Because I am a potential threat to the country (they did not say what it means but I suspect its because of age below 30 and Eastern European nationality). I got it only after our sponsor in Kuwait intervened. 2nd time – Because once I got a visa before but did not finally enter the country. I did not since our meeting was cancelled. 3rd time – No reason at all Is there any logic behind that?
