Yup thats how it was made. Each part was “constructed” in some factory and they were all then put together (as you call it) like Lego.
My uncle was one of the engineers who worked on the project.

It’s awesome work
they want to increase the number of MP’s and ministers. That is why they are building more offices. I think it should have been done a long time ago, but better now then never.
There is a good Jorn Utzon logbook on the national assembly, it documents the whole project from thoughts, conceptual sketches, correspondence letters, working drawings, and photographs
If you go to the publishers website, they have kindly uploaded the entire book in pdf format to download for free, you will find dozens of construction photograps there
