I guess Bahrain is just being careful. In the US there are some state stipulations for usage of such "toy / model planes". Cant fly beyond a certain height and not to be anywhere close to a 15 mile radius of any airport or defense facility. @ Nobu - you can get them at any of the shops opposite Sahala Motors in Kuwait City. They check it's range & the frequency it uses before they release it. Wifi is technically illegal without first applying for a "Wifi licence" but they have never enforced this yet.
