All the cameras you find on road sides are fitted with speed sensing devices which is generally knowsn as RADAR. That's all.... Further more "The Road is monitored by Camera and Radar" doesn't mean that your car is tracked by any Satellite RADAR or any other RADAR. That's the only speed sensing device incorporated with CAMERA. All of the daily traffic in the morning, afternoons and evenings can be avoided by a shift in the office timings.
