it should be like photosig (www.photosig.com) it warns you against nudity. Then u set the sensorship level. and accordingly, you will or will not see nudity or offensive content.
there argument is that nudity on flickr might cause flickr to be banned by countries like Kuwait, Saudi, UAE etc.. so to not risk flickr getting banned they want nudity to be banned. Now UAE people are a large majority of flickr users, so they might be able to persuade flickr to change their policy.

photosig had the same case but not from the UAE, so they made this rating system and accordingly it became accepted worlwide and its not blocked anymore, maybe flickr should adopt the same policy.
