After two days you have to check your bank statement under Paypal transaction where you can find 4 digit numbers. all what you have to do is to enter those numbers into your Paypal account. at this point your account will be verified and ready to be used. I got mine verified some time back when Paypal "allowed" customers from Kuwait to become members. Now I mostly use it for paying the skype bills which is hassle free because skype is owned by eBay, and PayPal is also owned by eBay. Yeah.
